Is it permissible to perform Wudoo’ (ablution) using seawater?

Question 7: Is it permissible to perform Wudoo` (ablution) using sea water? If I am by the sea and have fresh water available, should I perform Wudoo` with the fresh water or seawater  Some people say that it is not permissible to perform Wudoo` with sea water unless it is a necessity, but others say that it is not permissible at all.
