After recovery, a person did not make up for the missed days of Sawm before his death

Question: My father has been ill for about a year. He was not aware that the month of Ramadaan had commenced; and when he recovered, he did not make up for this month. It should be known that he was religiously committed; however, the illness was extremely severe.He died when he was over ninety years old. He left a son who works and other sons as well as daughters who are married. Is it permissible for his family to make up for the missed days of Sawm (Fast) or pay Kaffaarah (expiation) on his behalf?
